That's two separate complaints being collapsed into one. Netanyahu is making his own military decisions regardless of what Washington does or doesn't do. And Trump has actually been inconsistent on Israel, publicly pressuring them on Gaza aid one week and then backing off the next. "Rolling over" doesn't really describe someone who flip flops constantly based on whatever he posted that morning.
