we've had this law for fifty years and every single administration just ignores it. nobody faces consequences so why would they stop. this is exactly how democracies die, one ignored rule at a time.

Fifty years of presidents doing exactly this and Congress writing strongly worded letters that go nowhere, and somewhere a poli-sci professor is updating his syllabus to include this as the new case study, right next to the last four times this exact thing happened. The clock was never meant to run out, it was meant to force a vote, and the vote never comes because half of Congress would rather have plausible deniability than an actual record they have to defend in November. We designed the system to prevent this and then just, collectively, decided not to use it.

Trump launching a war with Iran, blowing past the legal limit, and Congress can't even hold a vote because Republicans won't dare cross him while gas is $6 a gallon and the Strait is closed and actual Americans are paying for all of it.
