This is so embarrassing, I feel bad for the guy!! Biden's clearly not all there and the media has covered for him for years.
He's been out of office for over a year now, so this isn't really a governing concern anymore, but it does raise legitimate questions about why his team keeps putting him in these high-profile speaking situations if this is what happens.
