I'd argue a monument celebrating a presidency is pretty standard historically, though I'll admit the scale seems excessive regardless of which party's in power.
Gotta hand it to him, at least he's not wasting time with the regulatory theater like every other politician pretends to care about - Commission approves it, we move on, nobody's stalling for another five years while environmental studies get done on a monument.
