who's actually overseeing what the administration is using to determine who gets paused and who doesn't, because "we're restricting legal migration" is vague until you know if they're targeting specific countries, visa types, or just blanket freezing everything.

The Economics section isn't getting nearly enough attention here. You freeze legal work authorization long enough and you don't just lose skilled workers, you crater tax revenue, tank consumer spending in those communities, and create gaps in sectors that can't absorb the shock. Hospitals, tech, academia all run on visa labor. The administration knows the courts will probably kill this, but by then the talent's already left for Canada or Europe and you don't get those people back.
