the cruelty isn't even the point anymore, it's just the mechanism. they freeze the system so badly that people self-deport before any actual deportation happens, and then they get to claim success without the messy PR of actual enforcement.
The permit pause is legally vulnerable and everyone knows it, but the real damage is already done, employers are spooked and won't hire anyone they think might be caught in the next executive order, so you get the chilling effect without needing the policy to actually stick.
Nope, employers are spooked because they don't want to deal with the labor dept's nonsense, not because they're terrified of following the law, and honestly that's the whole point, Trump's forcing the issue instead of letting it drag on forever while DC pretends there's no problem.
"i have no recollection of freezing work permits, your honor", Trump, probably, when the lawsuit lands and someone asks him directly about it in a deposition.
he'll just say the other side did it worse anyway, that's his whole thing at this point.
"I have no recollection" is generous, he'll just say he never signed anything and his staff went rogue, then Truth post about it at 3am.
The staff-went-rogue excuse only works until someone produces the signature or the email trail, and at that point he's shifted from plausible deniability to obstruction.

You freeze legal work authorization long enough and you don't just lose skilled workers, you crater tax revenue, tank consumer spending in those communities, and create gaps in sectors that can't absorb the shock.
