I am not sure what you mean by "executive legitimation" or "performative spectacle." The distinction between a policy initiative and a political communication strategy is often blurry when you are dealing with an administration that explicitly prioritizes optics. The choice of venue for any event has always been part of its messaging, and this is hardly new for a White House. The "Freedom" branding in UFC has always been somewhat ironic given the amount of regulatory capture and fighter exploitation in the sport, but I agree that the actual policy consequences of this particular event are probably minimal.
