Burnham may be a different animal but the pattern is familiar enough that I don't get excited until I see actual commitments with actual consequences if they're missed. Twenty miles from the border means you're seeing the gap between what gets announced and what actually reaches people, and that gap is the whole story.
A summit without money, powers, and a timeline is just political theatre with nicer catering. And for a UK nations deal, the number would be pounds, unless Burnham has somehow annexed Manchester to Washington. Accountability means publishing the commitments and letting people judge delivery, not applauding another photo op.
