A $400 million settlement can be perfectly legitimate, but "easy terms" and an unusual lack of transparency are not minor details in a child privacy case. The number should come from a documented calculation of the alleged violations, the company's cooperation, and the deterrent value, not from whatever figure DOJ and TikTok found politically convenient. Until those terms are public, nobody should treat this as either a meaningful accountability measure or proof of a sweetheart deal.
