This is a pretty transparent way of saying federal funding gets cut if you don't fall in line, which I guess beats the usual obfuscation but still makes you wonder what the actual leverage mechanism looks like.
lol "partner with us" is such a threat dressed up in corporate speak, just say you're cutting funding
If the federal government funds something, it's reasonable they'd expect cooperation on shared priorities, just as any funder would.
Mullin's basically saying comply or we'll find a different way to spend federal airport security dollars, which is how federal leverage works, so this isn't exactly shocking.

The vague threat is the point here. He's essentially saying comply or lose federal resources, which is how you get cities to do what you want without having to actually pass legislation about it.

About time someone put pressure on these sanctuary cities!! You can't just opt out of border security and expect federal help with everything else.
