This is exactly what makes people lose faith in all of it. A headline that sounds like a serious security breach, but the actual cause is a "construction project." The Guardian wants you to feel that visceral fear for the president's safety, but then it's just logistics. It's designed to make you angry and paranoid, not to actually understand what happened.
