If they were billing for nonexistent patients, this isn't even fraud in the traditional sense—it's just straight-up theft from Medicare.
This is exactly why we need actual OVERSIGHT and funding for inspectors instead of just letting these vultures prey on dying people and Medicare!! Good that they're getting charged but how many of these scams go undetected for years?
